Professor to chair task force on emerging energy industries

Professor Keith Hall was elected chair of the “Emerging Energy Codification Task Force” on November 9, 2022. The Task Force was created by Louisiana Senate Resolution No. 161 during the 2022 Regular Session of the Louisiana Legislature. The Senate Resolution asks the Task Force “to study and make recommendations regarding the codification of laws relative to emerging energy technologies and related issues.”

LSU professor serves as chair of Oil & Gas Short Course in Houston

Professor Keith Hall served as chair of the 39th Annual Oil & Gas Law Short Course, which was held October 17-21, 2022, in Houston, Texas. He also gave two lectures during the Short Course, speaking on “Ownership, the Rule of Capture, and Correlative Rights” on October 17 and on “Implied covenants in Oil & Gas Leases” on October 18. LSU Law School Professor Emeritus Patrick H. Martin also spoke at the Short Course on the topic of “Conservation Regulation” on October 19.

Professor Owen Anderson of the University of Texas Law School delivered the Liskow & Lewis Visiting Professor Lecture on the subject “Carbon Capture and Storage: Can It Save The Planet?” The Robinson Courtroom at LSU Law School filled with industry professionals, energy law attorneys, and law students on the evening of October 4, 2022, and a question-and-answer round followed the lecture.

Professor Keith Hall spoke on “Reconciling Property Rights with Carbon Capture and Storage” at the Contemporary Issues in Property Law Symposium at Belmont Law School in Nashville, Tennessee on Friday, September 20, 2022.

Energy Center hosts panel discussion on careers in state government

LSU’s John P. Laborde Energy Law Center hosted a panel discussion on Energy and Environmental Law Careers in State Government on September 22, 2022. The panelists spoke about their work and gave students tips on pursuing legal careers in state government. The panelists included:

LSU Law professors share their expertise at home and abroad

Professor Nick Bryner is scheduled to present at several workshops and conferences in the upcoming weeks. On September 24, he will present a work-in-progress at Vermont Law & Graduate School’s 13th Annual Colloquium on Environmental Scholarship. On September 28, he will present his research on the impacts of the Inflation Reduction Act on the EPA’s regulatory authority at a workshop at NYU’s Institute for Policy Integrity. The next day, September 29, Prof. Bryner will move over to the Pace University Elisabeth Haub School of Law, where he joins a panel of speakers on the topic of the Supreme Court’s June 2022 West Virginia v. EPA decision.

October will see him in Oslow, Norway, where Prof. Bryner will participate in the Steering Committee meeting of the IUCN World Commission on Environmental Law as the focal point for the Global Judicial Institute on the Environment on the 2nd, followed by three days of panel engagements at the Oslo International Environmental Law Conference at the University of Oslo.

Professor Keith Hall spoke on “Reconciling Property Rights with Carbon Capture and Storage” at the Contemporary Issues in Property Law Symposium at Belmont Law School in Nashville, Tennessee on September 30. He also took part in LSU’s Recent Development CLE Series in Lake Charles and here in Baton Rouge, speaking on Mineral Rights.

Director appointed to energy law committees

Professor Keith Hall, director of the Energy Law Center and the Mineral Law Institute, was recently appointed to a three-year term on the Budget Committee of the Foundation for Natural Resources and Energy Law, and to a four-year term on FNREL’s Financial Advisory Committee.

LSU plays a big part in energy law meetings

LSU Law professors, alumni, and students played prominent roles in the recent annual meetings of the Foundation for Natural Resources and Energy Law (FNREL), one of the premiere law organizations in the field of energy and environmental law. The meetings were held in Vail, Colorado from July 20 through July 23, 2020.

    • Professor Keith Hall, who served on FNREL’s Board of Directors for the past two years and who has served on the organization’s Trustees Council for the last decade, participated in meetings of both the Board and the Council. In addition, he was one of several presenters at FNREL’s annual Natural Resources Law Teachers Workshop on July  23. He also attended the FNREL’s continuing legal education (CLE) sessions on July 21-23.
    • Professor emeritus Patrick H. Martin, who also serves on FNREL’s Trustees Council, participated in the Council meeting on July 20. He then spoke at the Oil & Gas Practitioners Lunch on July 21. Prof. Martin also attended CLE sessions.
    • Alumnus Harry W. Sullivan received FNREL’s prestigious Clyde O. Martz Teaching Award for his years of teaching at several law schools. Sullivan also participated in FNREL’s Trustees Council meeting on July 20.
    • Alumnus Michael Rubin gave an ethics presentation at the opening session of the CLE program on July 21.
    • Adjunct professor and alumnus Patrick S. Ottinger, along with several other LSU Law alumni, attended the CLE sessions.
    • Current law students Amanda Johnson, Olivia Maynard, and Damian Olvera attended all three days of CLE sessions.

LSU Law students attend annual Energy & Mineral Law Institute on Amelia Island

Three LSU Law Center students—James Anderson, Chancellor Cranford, and Amanda Johnson—attended the Energy & Mineral Law Foundation’s Annual Institute on Amelia Island, Florida from June 12-14, 2022. Professor Keith Hall, who serves on the organization’s Board of Trustees, also attended. The program included presentations on energy markets, oil and gas law, carbon capture and storage, the Clean Water Act, reduction of fugitive emissions of methane, pipeline cybersecurity, and renewable energy project development.

Professor participates in Energy Law meetings in Denver

Professor Keith Hall flew out to Denver, Colorado and participated in the Foundation for Natural Resources and Energy Law’s quarterly Program Committee Meeting on June 9, 2022, and the organization’s quarterly Board of Directors Meeting on June 10.

Professor coordinates symposium on “Judges and the Environment”

Professor Nick Bryner served as an academic coordinator for the “Symposium on Judges and the Environment,” which was held in conjunction with the UN Stockholm+50 Conference in Stockholm, Sweden, on June 2-3 and was attended by high court judges and Supreme Court justices from twenty-four countries.

LSU professors produce revised teacher’s manual for oil and gas casebook

Professors Keith Hall and LSU emeritus Professor Patrick Martin, along with their co-authors, completed a revised Teacher’s Manual for the new eleventh edition of their oil and gas law casebook, The Law of Oil and Gas: Cases and Materials, which was recently published by Foundation Press.

LSU professor continues to hold leadership role in Institute for Energy Law

Professor Keith Hall participated in the latest quarterly meeting of the Institute for Energy Law’s Executive Committee on May 18, 2022. During the meeting, he reported on the organization’s “Oil and Gas E-Report” publication. The day before, Professor Hall participated in a meeting to plan the Institute for Energy Law’s next annual energy law conference.

LSU’s Environmental Law Society hosted guest speaker Harry Vorhoff from the Governor’s Office on April 4. Mr. Vorhoff spoke on “Combating Climate Change: Louisana’s Climate Action Plan.”

69th Mineral Law Institute

LSU held its 69th Annual Mineral Law Institute on March 31 and April 1, 2022. More than 120 lawyers and landmen from Louisiana, Texas, and Colorado participated in the annual Institute, which was held in person at the LSU Law Center.

Professor Keith Hall participated in the quarterly meeting of the Board of Directors of the Foundation for Natural Resources and Energy Law on March 25, 2022. Professor Hall is serving in his second one-year term on the Foundation’s Board of Directors.

Professor speaks at three energy law conferences in February

Professor Keith Hall spoke at three energy law conferences in February 2022. He provided a presentation on “Recent Developments in Energy Law” at the Institute for Energy Law’s 73rd Annual Energy Law Conference in Houston. He served on a panel that addressed carbon capture and storage in Louisiana at the Professional Landmen’s Association of New Orleans’ Annual Executive Night Seminar in New Orleans. And he spoke on “Carbon Capture and Storage Law: Public Policy and the Legal Issues” at the Journal of Energy Law & Resources’ Energy Transitions Symposium.

JELR hosts symposium on Energy Transitions

The LSU Journal of Energy Law & Resources hosted an “Energy Transitions Symposium” on February 4, 2022. Speakers addressed a variety of topics, including the development of solar power in Louisiana, offshore wind energy leases, Louisiana’s decarbonization efforts, issues arising from the construction of new electricity transmission lines, the law and policy issues relating to carbon capture and storage, and legal challenges associated with building the infrastructure needed for energy transitions.

Hall re-appointed as Editor-in-Chief

Professor Keith Hall was re-appointed to a two-year term as Editor-in-Chief of the Institute for Energy Law’s Oil & Gas E-Report, a quarterly newsletter that publishes articles of current interest to oil and gas practitioners.

Professor part of Commission for change

Professor Keith Hall attended and participated in the January 19, 2022 final meeting of the Risk Charge Commission, which was established by the Louisiana State Senate to study the oil and gas risk charge authorized by Louisiana Revised Statute 30:10 and to make recommendations regarding potential revisions.
